Bit puzzled on that one (having lived in Tucson), but great city for Zip Car.
The main reason I owned/needed a car was to buy groceries and household items as well as clothes; as no supermarkets or general merchandise stores were near my house (near the U and downtown) but everything else was an easy walk or bike. You had to go to the suburbs for that kind of baby/big box or mall shopping.
